System-level Assessment for UP-TSU’s Health Systems Platform

 

The Uttar Pradesh Technical Support Unit (UPTSU) has been supporting the Uttar Pradesh state since 2013 to strengthen the state health system. The UPTSU facilitates health system strengthening (HSS) by leveraging technology and working across health system components. As UPTSU has evolved with time and progressed on the system strengthening, an assessment to learn how system strengthening happened through various pathways is being undertaken by the Population Council, New Delhi and IPH Bengaluru team is leading the theory driven inquiry of the assessment.

Generate deeper insights into UP-TSU’s approach to strengthen the Health Systems Platform – the evolution and transition of HSS interventions, what system-level changes it brings [or does not], why and how the interventions bring about these changes.

The approach involves understanding the complex health system strengthening work and potential pathways through co-developed Causal Loop Diagrams (CLDs), undertaking multiple case studies using a realist approach to test program theories of HSS and explaining pathways that played a role in health system strengthening.
