Evaluation of a project on Improving quality of maternal healthcare for marginalized women and girls through Public Private Partnership, Quality Assurance and ICT applications

The MacArthur foundation has supported Karuna Trust (KT) earlier in scaling up their involvement with primary health centres across the country. In 2014, KT sought the assistance of MacArthur Foundation to improve the quality of maternal healthcare through PPP, quality assurance and use of information and communication technology (ICT) applications. The project began in October 2014. Under the project, KT approached IPH to support monitoring and evaluation.

The main goal of the project is to conduct an evaluation of the implementation of a project that seeks to improve quality of maternal health services at PHCs run in public-private partnership between Karuna Trust and various state governments.

The aim shall be to understand the various implementation contexts, the challenges and identify bottlenecks to improve the implementation of the activities, and hence the outcomes. Hence, we have proposed a method using quantitative primary and secondary data, as well as qualitative data gathered from the implementers and other stakeholders. The broad methodology shall be based on principles of theory-driven inquiry.

Study outputs

Through the evaluation, we hope to contribute to improved implementation of maternal health quality improvement programmes at various PHCs run by Karuna Trust. The primary objective of the evaluation is not to give a verdict of good or bad, but rather focus on problem-solving and capacity building. Keeping this in mind, the evaluation team will focus on periodic training workshops for the state coordinators and PHC managers as well as focus on annual problem-solving meetings and highlighting what is working and what is not. Other project outputs include the baseline and endline survey report.
