Call for a Project Technical Officer

Project Description

Historically the government has been both the funder as well as provider of healthcare services in India. However, decades of underfunding by the government has led to a massive growth of the private health care sector. Today, nearly 80% of ambulatory care and 50% of inpatient care in India is provided by this private sector4. Patients make direct out of pocket (OOP) payments at the point of care to avail these services. Nearly 69% of current health expenditure in India is met from this source. The last decade has seen an exponential increase in the number of such schemes in India as well as the number of individuals who have been protected under these schemes. The number of individuals insured under these schemes have doubled from 161 million to 335 million between 2012 and 2017.

The latest health insurance scheme to be launched is the Pradhan Mantri Jan Arogya Yojana (PMJAY) in 2018, purported to be the largest health insurance scheme in the world funded by government, covering around 500 million Indians and protecting them against hospital expenses upto a maximum limit of around US$ 7,000. 

From the literature review it is evident that there is a lot of information and evidence on utilization rates and financial protection of these GFHI schemes, there is very little evidence on whether the beneficiaries of these schemes are able to receive their entitlements in terms of cashless, quality care and if not, how do they cope with it. More importantly, do these grievances provide an effective feedback mechanism to strengthen the schemes? 

In the Agrievoice project, we would like to unpack if and through what mechanisms, grievance redressal mechanisms work (or do not work). We propose to describe the actual workings of grievance redressal mechanisms in two different configurations of GFHI schemes in differing policy contexts, document how they function and to what extent they are useful in providing a voice to the patients. 

Job description

Financing of health and healthcare is an important health system building block and is crucial to a well-performing health system. We at IPH, Bengaluru undertake focused research and action on financing of health and contribute towards efforts to achieve universal health coverage in states and nationally.  

The candidate shall be responsible to:

  • Assist in conducting literature searches to develop and maintain in-depth knowledge and understanding of current grievance redressal mechanisms in health insurance schemes.
  • Assist in developing and testing the data collection instruments, extracting secondary data from program documents and HMIS
  • Actively undertake training in qualitative research methods- Realist evaluation to strengthen the research component
  • To take overall responsibility for maintaining and updating the project-related files.
  • To assist in the coordination and liaising with State government officials and academic researchers working in the area of health insurance
  • Coordination of the regular skype/zoom meetings with the partners and other key stakeholders
  • Analyze project-related data(qualitative and quantitative) and generate reports and contribute to drafting manuscripts and help in the publication process
  • Travel/stay at selected districts in Andhra Pradesh for data collection during certain phases of the study.
  • To contribute towards any other tasks needed to be performed for the successful implementation of this project.
  • You are also required to contribute 10% of your time towards the institutional tasks as identified by the team lead/director.

Essential requirements

Postgraduate degree in public health / related discipline (including but not limited to other para-medical disciplines such as dentistry/nursing/pharma, social work, anthropology, psychology, community medicine, global health or international health) with 1 – 2 years experience of working in a health insurance scheme.

Candidates should be comfortable with the use of all basic computer software (Word, Excel, Powerpoint), should be comfortable with email correspondence, and be able to demonstrate good people and managerial skills. 

Good written and oral communication in English and Telugu is essential. 

Experience in liaising with various government and non-government stakeholders, drafting letters, memoranda, etc, presentation skills would be an advantage. The candidate must be willing to travel to data collection sites (Andhra Pradesh) as and when required.

Experience in qualitative research would be an added advantage.

Desirable requirements

Excellent written and communications skills, interpersonal skills, organisational and networking skills. Any previous experience of working in the field of Government Health Insurance schemes and familiarity with qualitative research methods (Realist evaluation) would be favorable.

Salary

  • The candidate shall be responsible to:
    Assist district health officials in establishing, reviewing and implementing patient flow systems in the Dedicated COVID-19 Hospital (DCH) and/or Dedicated COVID-19 Health Centres (DCHC)
  • Help establish patient management systems at the Dedicated COVID-19 Hospital (DCH) and/or Dedicated COVID-19 Health Centres (DCHC) at the district and taluk headquarters as required
  • Coordinate with technical/clinical team to support coordination among DCH and DCHCs through protocol development, support a tele-helpline for patient caregivers and general public awareness on COVID-19 related health services across the various dedicated healthcare facilities.

Essential requirements

MPH, Degree/diploma in health (AYUSH, nursing, allied health sciences, hospital administration, etc) any other relevant degree with significant hands-on experience.
Candidates with experience in assisting with health services delivery at the district level, especially in remote/backward settings and proficiency in spoken and written Kannada would be preferred.
Position will be based at Chamarajanagar, but travel to other areas in the district will be required.

Job description

Linking tribal health, wellness, and the environment in Arunachal Pradesh: Towards a community-based planetary health engagement in Pakke Tiger Reserve is looking for a Consultant – Research Associate to engage in their research work.

Who are we looking for?

The cluster on Chronic Health Conditions & Public Policies at IPH focuses on studying how public policies shape the prevention and management of chronic health conditions and their major risk factors. We are looking for a researcher to join an ongoing research study that aims to understand the role of State and other key players in shaping tobacco use/control in post-1990s India. The study uses a mixed-methods approach and a range of techniques (case studies, historical analysis, thematic qualitative analysis, trend analysis) to understand what explains the differential reduction in tobacco consumption over time across select Indian states. The key focus of research ahead would involve qualitative research techniques (interviews, document analysis, focus group discussions, etc.), and writing in scientific and popular media. This role would also involve investing part of the time in project coordination, management, and communication. The candidate will work closely with the Principal Investigator in a team of 4-5 researcher

We are looking for at least two to three years of research experience, a good understanding of philosophy and practice of research, familiarity with a range of research methods, and demonstrated expertise in some of the qualitative research techniques. We require candidates to have published a few papers in peer-reviewed journals as first/second author. Good (written and oral) communication skills in English and at least one (preferably more) regional languages is required. Candidates should be comfortable and desirous of working in a multicultural team environment including people from different disciplines/worldviews. Call for Fellowship Program

This fellowship is launched at the IPH field station in BR Hills, Chamarajanagar. The program is unique in being fully embedded in a tribal population setting. This fellowship aims to provide guidance and mentorship for an early-career doctor to engage/learn community health research and practice. It will involve clinical work in primary health care along with exposure to health policy and systems research and opportunities to work within research projects on health inequities and social determinants of health.

ELIGIBILITY CRITERIA

MBBS plus MPH/MD Community Medicine with 2 years of community health or research experience.

DURATION

The duration of Fellowship is one year (with a possibility of engagement as a pre-doctoral programme) at IPH. Please note if the candidate successfully registers for a PhD during the fellowship through IPH at a University partner then the fellowship tenure will be extended to a total of four years as a part-time PhD Fellowship.

REMUNERATION

50,000 rupees per month fellowship supported by VGKK. Any research or travel-related expenses will be covered separately under appropriate projects by VGKK and/or IPH Bengaluru.

The candidate is expected to support the project teams at the Institute in organizing and delivering consultation events. The candidate shall be responsible to liaise with stakeholders in setting up meetings, follow-up requests, and facilitate interactions between IPH team and stakeholders and work closely with various staff of IPH and specifically manage the following;

  • Provide logistic and technical support for virtual meetings organized by the project team for stakeholders.
  • Attend, interpret, and take notes in meetings between the project team and stakeholders.
  • Maintain regular contact with stakeholders and the project team on relevant communication regarding the implementation of tobacco control.
  • Develop content related to project updates and update communication platforms, including Twitter and the project website

 We are developing a new fellowship program in Health Policy and Systems Research – designed as a blended program, that includes online training and face to face sessions followed by one-year of mentoring for an HPSR project. The project is designed and delivered by IPH faculty, national and international experts in HPSR. 15 to 30 fellows are expected to complete the program.

We are looking for a teaching assistant to assist SMEs in the development of new courses at IPH. Particularly the HPSR fellowship program. 

Job Description

The position involves 

  • Coordination of communication between the IT team and the Subject Matter Experts (SME) during course development.
  • Development of content, exercises, additional readings, and learning tasks in coordination with SMEs. 
  • Source and maintain a repository of learning material used in course
  • Development of course promotion material
  • Assist in the selection and review process of the fellows

Call for Consultant-HPSR Fellowship program

 

Health Systems Transformation Platform (HSTP) and IPH are conducting a blended 18-month capacity-building fellowship program in Health Policy and Systems Research for early – mid-career Indian researchers. The curriculum planned will be reviewed and molded by multiple national and international HPSR experts in a curriculum review workshop.

Project Description (SPEAK) SPEAK India – Setting the Post-Elimination Agenda for Kala-Azar in India This 18 months project is based on documenting the best practices on elimination of  visceral leishmaniasis (VL) achieved or soon to be achieved; and analysing the strengths and weaknesses of the Indian health system in managing VL at a population level. Additionally, this project aims to construct a health system focussed response applicable in the VL post-elimination phase in India.

Who are we looking for?

Project Description:

Telangana has a high Caesarean section rate. Recognizing the dangers of unnecessary CS, the government of Telangana has taken various initiatives to reduce the same. The government is now planning to introduce trained midwives in its facilities. The government of Telangana is collaborating with Fernandez Hospital and UNICEF – Hyderabad to pilot this training program in Karimnagar. The training will be an experiential training at Karimnagar district hospital in Telangana. It is proposed to evaluate this training program by an independent agency. The Institute of Public Health, Bangalore which is a not-for- profit academic institution that has been working in the field of public health for the past 11 years, conducting research, training, and consultancies for various national as well as international agencies has taken up the project to evaluate it comprehensively.

Pre-doctoral fellowship on tribal health

The overall objective of the pre-doctoral fellowship shall be to learn more about health inequities in India with resepct to tribal health, and to use analytic and research skills to support the assessment and development of  relevant health system reforms to address some of these inequities in relation to indigenous communities in India.

What is the THETA pre-doctoral fellowship?

The THETA pre-doctoral fellowship programme is a valuable opportunity for early career professionals with a Masters in public health (or related fields)/doctors/dentists who wish to pursue a career in public health research.

The THETA project is one of the long-term research initiatives on tribal health by IPH. It stands for Towards Health Equity and Transformative Action on tribal health.

What does the fellowship provide?

The fellowship provides a fixed stipend of INR 32,000/pm for a period of one year. Travel and related costs for any fieldwork taken up shall be reimbursed according to institutional policies. The candidate will work with experienced researchers and faculty at IPH Bangalore and other partner organisations. The candidate shall benefit from extensive institutional experience in mentoring young researchers and professionals into public health career. Under the Fellowship, IPH shall provide a conducive environment to hone young professional skills into a career in research.

What is expected of the Pre-doctoral Fellow?

The pre-doctoral Fellow shall work with a team of researchers in the THETA research project. S/he shall be expected to take specific research roles in the project. In addition, the Fellow shall be provided with the resources and time needed to develop and submit a PhD proposal in the area of tribal health, that meets high technical and ethical standards. The choice or research question, methods and scope of the proposed research shall be in close consultation with one or more potential supervisors either at IPH or at partner research and identifying field areas, Fellow shall be encouraged to align these with ongoing tribal health inequity research in the THETA project. The project currently is working in southern Karnataka, Madhya Pradesh and Arunachal Pradesh.

A full PhD proposal that is ready to submit for a potential PhD fellowship either at IPH or elsewhere shall be an essential deliverable of the fellowship at the end of 12 months.

Can the Pre-doctoral Fellowship continue onto a PhD?

IPH has established a research partnership with Trans-disciplinary University at Bengaluru, as well as doctoral research collaborations with Mastricht University, Netherlands. If the proposal meets with technical and ethical standards of IPH, and is suitable for submission at the aforementioned institutions or elsewhere, IPH academic council may recommend for enrolment into the PhD programme based on the candidate’s wish to apply.

1. Eligibility

To be eligible for this program, applicants must have received their Masters degree in public health and related fields namely social work, anthropology, epidemiology, community medicine, global health or international health will be considered eligible.A high degree of motivation to pursue a research career, demonstrated either through a strong statement of purpose and/or relevant reserch experience in an earlier research project is essential. Those who are switching to research track from program management tracks are welcome, but will need to provide a strong rationale for switching to research tracks.

2. Period of Performance

The fellowship position is a full-time opportunity for a 12-month period starting early to middle of October 2017. Part-time fellowship shall not be an option.

3. Location and fieldwork

The fellowship position will be located at the IPH Bangalore but extensive fieldwork is foreseen in tribal regions either in southern Karnataka or other field areas chosen by the Fellow.

This position plays a leading role in IPH’s efforts to promote public health policy change in India and to improve the effectiveness of strategic advocacy communications work of tobacco control projects, and in particular, of the tobacco industry accountability campaign. She/he will help IPH to build the capacity to develop and implement advocacy communication and media strategies.

The Communications Manager will serve as a resource for IPH staff. She/he will help develop and implement communications strategies and mass media campaigns in collaboration with Indian and International NGOs.

Qualified candidates will have demonstrated experience in communications strategic planning, mass media campaigns, proactively recognizing, framing and pitching stories to the media and the proven ability to support IPH in developing and executing its communication campaigns. The Communication Manager will understand how to utilize communications as a critical component of policy advocacy campaigns and partner with key allies, civil society groups and media to advance policy change in pursuit of IPH public health goals.

This position is based in Bengaluru. The position reports day to day directly to the IPH Head of the Tobacco Control Program.

The Communications Manager will work closely with the IPH team based in Bengaluru to develop communications programs in support of public health policy objectives. Key areas of focus for the position include:

  • Develop, implement, and support advocacy communication and media strategies in partnership with other Indian and international NGOs;
  • Enhance capacity of IPH to conduct effective communications and media advocacy campaigns;
  • In partnership with Indians NGOs, develop and implement methods to increase the capacity of the media in India to report on tobacco-control issues, particularly tobacco industry accountability projects / campaigns;
